Director of Economic Development (TX)
Luis Núñez, Director of Economic Development (TX), has extensive municipal planning and economic development experience spanning the public and private sectors since 2002. His education and career have crossed a broad spectrum of work in high-growth communities across the country. As a consultant, his practice has included an emphasis on the facilitation and implementation of economic development strategic plans and comprehensive plans, land use regulation, redevelopment strategies for corridors and downtowns, and revenue optimization and tax diversification policies. He is also adept at fiscal and economic impact analysis, financing mechanisms, full and limited purpose annexation plans, retail and business attraction, workforce development, public-private partnership development, and market analysis. Luis is a member of the International Council of Shopping Centers (ICSC), Texas Municipal League (TML), American Planning Association (APA), Texas Economic Development Council (TEDC), and Council of Development Finance Agencies (CDFA). Luis has a Bachelor of Arts in Government from the University of Notre Dame and a Master’s degree in Urban Planning and Policy from the University of Illinois-Chicago.
