Revenue Forecasting

Revenues can be difficult for local agencies to forecast with accuracy. But when you rely on HdLCC's annual revenue projection services, you'll get forecasts typically accurate to within 1 percent of enrolled value based on over 24 years of California property tax data.

Property Tax Audits

Until a property tax audit is conducted, it is impossible to be certain that your city or special district is receiving its proper share of property tax revenues. HdLCC has the skills, expertise and connections to correct any secured, unsecured or allocation errors discovered during our annual audits.

Bond Services

To issue tax allocation bonds and, now, tax allocation refunding bonds, agencies must provide bond buyers with a reliable projection of tax increment revenues. HdLCC has for many years provided fiscal consulting services to redevelopment agencies in all corners of the State. We have provided fiscal consulting on bond issues totaling over $5.6 billion and are known for providing reliable projections of revenue and sound expertise. HdLCC has continued to provide fiscal consulting services for successor agency refunding of tax allocation bonds to lower debt service and increase residual revenue payments.

Continuing Disclosure

Federal law requires annual filing of Continuing Disclosure reports on outstanding bonds. This annual requirement continues until bonds are fully amortized. Failure to file timely and accurate continuing disclosure reports that are consistent with the Continuing Disclosure Certificate signed by the City when bonds are issued can have serious consequences. HdLCC's continuing disclosure reporting can assure that annual requirements are fully and accurately achieved.

Successor Agency Services

With the dissolution of redevelopment agencies by the State of California, most of our former redevelopment agency clients became Successor Agencies. The obligations of a successor agency under the new legislation can be confusing and difficult to navigate. Our expert assistance, which includes providing necessary information for hearings before the Successor Agency Board, the Oversight Board and for filings with the Department of Finance, can help you navigate these difficulties.

Special Assessment Services

Cities and special districts may apply their own parcel taxes and benefit assessments to property tax bills. Whether preparing a study of a proposed parcel tax, reviewing existing assessment work for completeness, or creating the final submittals to the County for tax bill placement, HdLCC’s data and experience can dramatically reduce your staff workload.
